Kate O'Neill
Board Chair
Kate O'Neill has fond memories of time spent exploring and learning from the Rocky Mountains close to Calgary where she was raised.  She loves travelling and spent time living and studying in Sweden while working towards her Masters of Science degree in Strategic Leadership Towards Sustainability.  Kate has worked for Water Resources at The City of Calgary since 2005 in various capacities including community engagement, public policy, and climate change vulnerability, and most recently as Senior Business Strategist.  Through these roles she has gained knowledge of the issues surround water resource management and has designed and executed specialized programs to target those challenges. Kate believes that water issues, and their solutions provide the perfect example of how a multi-disciplinary and collaborative approach is necessary for change to happen. 

Oksana Kielbasinski
Oksana is the Manager of Strategic Consulting and a sustainability and risk specialist at Integrated Sustainability Consultants Ltd. She received her Bachelor of Commerce degree, with a specialization in Finance, from McMaster University.

Oksana has completed economic decision-making analysis for a wide range of customers, including in the oil and gas, mining, and infrastructure sectors, on contaminated sites, and on issues associated with water security and contamination. In addition, she has led over 50 risk, strategy, and collaboration workshops for clients. She is a tireless advocate for water security and began organizing water collaboration workshops with top industry professionals, presenting at numerous conferences across Canada, as well as teaching elementary school students locally. 

Oksana is a recent recipient of the Young Women In Energy award as well as the Clean50 2016 Emerging Leader award. 

Kimberly Rafuse


Kimberly is a consultant focusing on sustainable development, corporate social responsibility, climate change and risk management. She has a Bachelor's of Engineering, Chemical/Environment, and a Master's in Environmental Security. She has worked in industry, non-profit, and consulting.

Dai Price

Dai is a professional agrologist and environmental practitioner with over 13 years of experience in the energy sector. Having been involved with upstream oil & gas projects for the majority of his career Dai has developed a significant background in the reclamation and remediation of decommissioned facilities, disturbed lands and contaminated soils and waste water. In addition to the above he has been a part time instructor and course developer at SAIT Polytechnic for the past nine years. Currently Dai is the project coordinator and a principle investigator for the Applied Research & Innovative Services dept. (ARIS) at SAIT. He serves on the COSIA Clay Focus Group as a representative for SAIT and is a member of the advisory committee for the Environmental Technology program at the MacPhail School of Energy.

Victoria David
Board Secretary

Victoria is an engineer and resident physician with 5 years of 
experience in the environmental field. Her work has focused in areas of reclamation, geotechnical engineering and water policy and strategy development. Victoria holds a Master of Science in Water Science, Policy and Management from the University of Oxford, where she researched groundwater management in Mozambique. Victoria is interested in global health, water & sanitation, and environment & human health implications. Victoria is currently completing her internal medicine residency in Calgary.

Elliot Weinstein

Leading Change Event Director

Elliot is a Project Manager at Golder Associates working in their Global IT department, working with people from all around the globe. While Elliot’s background is in business, he realized he enjoys working in IT, learning about new infrastructure and technology solutions.

Before joining Golder Elliot completed his MBA at the University of Calgary’s Haskayne School of Business with a specialization in Global Energy Management and Sustainable Development. His passion for sustainability led him to become involved in the bi-annual Leading Change Forum; in 2010 as a delegate, and in 2012 and 2014 as part of the Organizing Committee. Elliot now serves on the Advisory Committee and on the CEP Board as the Leading Change Event Director.

Elliot is an avid Ultimate Frisbee player in the summer and spends as much time in the mountains skiing in the winter.

Matthew Toohey

Matt leads sustainability initiatives, strategy and reporting at TransAlta Corporation & TransAlta Renewables in the role of Sustainability Advisor. TransAlta is a global power generation company with operations across North America and Australia. Previous work experience within the energy sector includes corporate communications, investor relations and consulting (energy management, low-carbon energy solutions and sustainability). Matt holds an MSc. in Renewable Energy and Enterprise Management from Newcastle University in the UK. In his spare time Matt supports TransAlta’s Eco-Action initiatives, is Vice-President of Education at Speak Easy Toastmasters and thrives on spending time with the three ladies in his life; his wife, young daughter and rescue dog.

Machelle Luiters

Machelle’s passion is the protection and preservation of wildlife, their habitats and ecosystems.  Machelle practiced as a lawyer in South Africa for 12 years.  During this period she obtained a master’s degree in Environmental law at the University of Cape Town.  Currently, Machelle is re-qualifying to become a lawyer in Canada and is employed as a student-at-law.  Once she has been accepted to the bar in 2017 it is her goal to practice as a lawyer specializing in Environmental law.
